I have been there quite a bit, but hunting never came up. It is, as I am sure you are aware, a tiny - highly populated country. A quick search of the internet didn't show many opportunities for an international sportsman.
A decade ago they were reducing hunting opportunities for locals and indeed created a target of 2000 hunters, total. In 2008 they had 6600 hunters and reduced it to 2300. I was in Israel in Sep 2019 for a tour, not hunting, but hunting did come up. I was told by my guide that hunting is not allowed anywhere because a hunting rifle shot sounds just like a terrorist gun shot and the whole country goes on lockdown. But, yes, they have some very nice Ibex. Would love to get one.
