A new policy went into effect on July 10th for all passengers who transit through Frankfurt with firearms. There were some questions at first whether you needed this if bags were checked through but I have finally received clarification that this is needed for everyone who transits Frankfurt, Germany (same as the Netherlands permit) regardless of whether or not you are required to touch your checked baggage. There is an application to be completed, a fee of 20 Euro to be wired and proof of firearm license (US Customs 4457).
You must pay the wire fee first and then submit proof of the payment, along with completed transit application and copy of your 4457. An automated reply will come back saying that it can take 4 weeks to process. You may also get a reply that the firearm license (4457) must be translated by a certified translator but I also just got clarification that this is not necessary. The permits have been coming back on email within about a week of submitting the above documents.
Attached are the blank transit application and also a sample/translated one.

I recommend putting your departure date in the subject line especially if you have 4 weeks or less lead time.
I have clients that departed before this took effect but came back after July 10th and did not have any problems but they may be starting to crack down on this and getting procedures in place since it's so new.
