That is 100% correct. You need to submit a NFA 5320.20.
according to the State Dept guy you have to have a 5320.20 and in 2023 he said it would cost 2300.00 and take 6 months to get, told him stuff it and went without. 2024 applied for the 5320.20 took 30 days and no cost. 2025 I fly out in 12 hours and 5 minutes with Delta thru Atlanta and jus the for the heck of it got another 5320.20
 
Although Arlington has become almost as liberal as DC, it is in Virginia.

To get technical both DCA and IAD are in land controlled by the metropolitan Washington airport authority and not under state jurisdiction as it is a federally chartered entity. However they generally mimic Virginia law on their regulations.

@Russ16 - did Not know that and WOW could that be any more confusing regarding firearm laws? I often wondered when flying into Dulles or Reagan “am I in Virginia where those laws apply?” or Washington DC where “God only knows what laws apply?” One thing is certain - TSA has No idea about any Laws and local Cops also Unfamiliar with specific firearm laws. Seems like a roll-of-the-dice everytime. Fortunately is is very rare that problems pop up to the level where Police are involved but some “consistent” interpretation of the “correct law” would be nice.
