You could always expand the neck to 238 then resize with a false shoulder to a firm fit. Then on firing the case will for to the chamber.
Then size as per usual, no more headspace problems.

You are correct sir. The thought never crossed my mind until this thread started. Still plenty to learn. Be that as it may, it doesn’t seem to me that it should be manufactured this way to begin with. Everyone else hits the mark.

True but manufacturers headspace magnums off the belt not the shoulder datum line. The belt placement may or may not be correct for your chamber then you have problems.
When reloading any cartridge be it rimmed, rimless or belted you should resize of the datum line to get the best possible case to chamber fit. That's why I like the Lee collet die. It only sizes the neck and leaves the tree of the case untouched. That way you have the perfect case for YOUR CHAMBER.

My pre-64 Winchester H$H likes:
180gr partitions with 67.0 gr IMR 4350 and Fed 215 primers.
200 gr partitions with 66.0 gr. IMR 4350 with same primer.
In Africa I’ve killed 60 -70 head of game with 200grainer. Duiker to several Eland!

True, belted cartridges with a shoulder do headspace off the belt the first firing. I guess those guys must think we are going to throw away the new empty brass we bought for reloading after the first firing. Hahaha. I like the Lee Collet as well. I have them several different cartridges.

When I cut the chamber for this rifle, I made a stub gage with the same reamer. I do that with all of them. Makes it very simple to set up a .003 shoulder bump with a FL die.
 
All good advise. I use old WW2 4831 and 200 gr Nosler partitions and accubonds, shot a number of elk, Pronghorn, and deer and most of what Africa has to offer,

MT grizzly encounter,
a hot springs (do you have good spots ?)
Looking to buy a 375 H&H or .416 Rem Mag if anyone has anything they want to let go of
