The package we had included cost of hunting either free range or the high-fence area. I'm not sure what the exact cost difference is, but I do know for sure that at the time they would allow you to upgrade at just the difference in price point. I don't recall the prices, but to make an Algebraic example: if you paid X for your planned hunt, but wanted to Upgrade to Y, your new total price was Y.
Short answer to your 2nd question: yes.
