Yes they are.
The South African government gave us 2 years to exit the industry.
They never gave any specific dates but in broad terms 2024 will be the first year and 2025 will be the second ( and final ) year you will be able to hunt lions.

I will answer you the same as how one of my trackers answers when faced with a difficult question.
"Nobody knows"
We had our national elections a few months ago and now we have a new minister of Environmental Affairs.
His name is Minister Deon George and we still have to see if he is as fixated as the previous minister Barbara Greecy in shutting down lion hunting in South Africa.
There seem to be light at the end of the tunnel so let us hope.
