Here you go fellas, a modern, non-totalitarian, country who has actually instituted the policy nationwide through a cooperation of regulation and local hunting clubs (no jack boot thugs needed). Here is a chance to prove the big government apocalypse theories.
Has that stopped all hunting in Sweden? Has it made the Swedish government confiscate all weapons? Has it led to enslavement of all good Swedish citizens to a diabolical big government regime? Has it made everyone play ping pong instead?
These are rhetorical questions of course. We all know the answers, Just proof positive the idea, once implemented, didn't blow up the world as we know it, big government fears not withstanding.

There was a mandatory hunters safety course in place back in the 90's for anyone under the age of 18 who wanted to hunt. It was REQUIRED BY GAME AND FISH REGULATION, NOT LEGISLATION, that a parent or guardian and the child go through it together and that the parent or guardian who went through the course accompany the child in the field while hunting. I went through it with my boys. It did not kill all hunting in that state, nor lead to confiscation of all weapons, nor end the world as we know it. It was run by volunteers under the fish and game department, not the DMV, nor was any government employee present in the whole process, except a few going through the course with a child. Still run that way today. Just volunteers who cared about promoting safe, lawful hunting for generations to come. MISSION ACCOMPLISHED. My children will soon be going through the same course in the same state with their children. All told it was a rather pleasant experience. I was glad my sons went through it. I was glad I went through it myself. A marksmanship requirement could have seamlessly been added with one more day at a local shooting range. All my sons would have passed, already had passed, because I required it. It has been in place for over 40 years in that state, and no big government apocalypse has occurred to date. I will keep you posted just in case it happens tomorrow.
Most places where dangerous game is hunted require PH's or Guides who are timed and accuracy tested with legal DG calibers. That has worked pretty well, so there is probably no need to change. A lot of PH's require hunters "check out their rifles" on arrival, while the PH is checking out their clients' shooting ability. This lets the PH know where he/she stands vis a vis that client's capabilities or lack there.
Doug and Hoyt have talked me out of my plans for world domination and I have recalled all my minions who were about to change all world wide hunting regulations before next season.
