IMHO, Shooting groups for precision It's more conducive with a rifle that has a little weight. He does not want to run a break, so all you can do is add weight. Can it be done, Yes. It requires more effort to your part.Not in a 308.

It is probably setup to hold 2 extra rounds.Is there Velcro on the stock below the chamber? If so, what for? (I feel like I should know this, but I don’t)
Sako's from what I can find in searching are closer to the $2000 price range. Wanting to keep rifle cost below 1500 if possible.

Besides the accuracy here are some features/qualities I am wanting. A smooth action feel with great reliability. Both CRF and push feed are fine don't care either way. Barrel length 20"- 24". 1 in 11.25" or faster twist. Great factory trigger or ability to replace with great aftermarket trigger. A stiff strong strait comb stock preferred (do not like some of the flimsy polymer stocks). NO muzzle brakes.

You will not be disappointed. Bergara made precision barrels for custom rifles for along time.About to go with the Bergara the others are not available anywhere as far as I can find......
I have a couple SAKO’s - I pronounce them “Sako”. They are great! I Found a nice Finnbear in your price range on consignment at Scheels. It was fired, but never hunted and in new condition. I also have a Tikka T3 that has a new stock and trigger that is a nail driver.
